We are Doctoral trained Physical Therapists and have a range of specialties and a wealth of knowledge. Physical therapy is not a passive treatment and we want to help anyone improve their current physical state, and it is of vital importance that each individual take an active roll in their therapy.

We always welcome new patients, and the state of Wyoming has direct access, meaning you may not need a physician referral for PT depending on your insurance.

Kathy Blair, PT, DPT, is the physical therapist owner of Wind City, Hands On and High Country Physical Therapy. She graduated from Ithaca College in 1992 with her Bachelors in Physical Therapy and her doctorate in physical therapy in 2009 from Regis University. She is dedicated to quality patient care and providing evidenced based treatments that allow her patients to achieve the best outcomes. Her vision and commitment to her patients has allowed her to expand into 8 facilities between Casper, Cheyenne and Laramie. She is actively involved in local, state and federal physical therapy issues and legislative agendas and is a member of the American Physical Therapy Association and the American Academy of Orthopedic Manual Physical Therapists. She is a credentialed McKenzie therapist for treatment of spine disorders, certified in trigger point dry needling and ASTYM techniques, and is the only certified vestibular therapist in Wyoming.

Kari Elste is a a former gymnast who competed at the elite and collegiate level with a special interest in orthopedic/sports injuries and vestibular rehabilitation. Now, she enjoys outdoor activities such as rock climbing, snowboarding, cycling, hiking and traveling.
Kari graduated from Bowling Green State University with a Bachelor in Applied Health Sciences in 2005 and earned her Doctor of Physical Therapy from Regis University in 2011.

Jeff Foucrier, PT, DPT, earned his Bachelor of Science from Seattle University in 2007 and Doctor of Physical Therapy from Regis University in 2011. With a strong interest in many different specialties, Jeff has a strong background in orthopedics and neuromuscular re-education through his graduate education, as well as through internships at Wind City PT and at the Air Force Academy earlier this year. He is excited to provide superior care in the form of patient education and research-based therapy.

Jessica Schlagenhaufer, PT, DPT, graduated from Montana State University-Bozeman with a Bachelor's in Exercise Science in 2008. She then earned her Doctorate of Physical Therapy from Husson University in 2011. Although she enjoys working with patients of all diagnoses, she has a strong interest in low back pain treatment and prevention. In addition, she has considerable experience from previous clinicals with orthopedic/sport injuries of high school athletes to balance/gait training of older patients.
When not working, Jessica enjoys running, cycling, skiing, and doing anything outside. With her recent move from Montana, she is still experiencing all that Wyoming has to offer.
Kraig Barthlama, PTA, graduated from Morgan Community College in 2002 with his Associates of Applied Science as a physical therapist assistant.

Leif Johansson, Exercise Physiologist, graduated from the University of Utah with a bachelor’s degree in Exercise Physiology in 2008. He developed his skills working with Olympic long track speed skaters, University ski teams, U.S. Marines, both high school and middle school athletes, and those that who enjoy exercise and those who are new to exercise.
Leif is currently the director of the FIT (Functional Intense Training), program offered at Wind City PT.
Leif has been a Professional Cross Country Mountain Biker since 2005, and when he's not recovering from being hit by cars, is in training year round for the upcoming season.
